ICTSI Advances US$800M South Luzon Container Terminal Project

(ICTSI) is progressing its US$800 million South Luzon Container Terminal (SLCT) development in Batangas, Philippines, with commercial operations targeted by 2028. The project will add significant container capacity and enhance connectivity for Southern Luzon’s manufacturing and export sectors.

Overview

International Container Terminal Services Inc. (ICTSI), a major global port operator, is pushing ahead with its South Luzon Container Terminal (SLCT) initiative — a US$800 million investment aimed at expanding container handling capacity in the Philippines. Commercial operations are expected to begin by 2028.

Project Location and Purpose

The terminal is being built in Bauan, Batangas, transforming the existing Bauan International Port — primarily a roll-on/roll-off facility — into a modern container terminal that can handle ultra-large container vessels and serve growing cargo demand.

Capacity and Connectivity

Once fully operational, SLCT is expected to contribute up to two million TEUs of annual capacity across the ICTSI network, making it one of the country’s largest container gateways. Situated near major road corridors and planned expressways, it aims to improve transport connectivity for the Calabarzon region’s manufacturing and export industries.

Construction Phases

The project will be implemented in phases over two years:

  • Phase 1 includes marine works and a 425-meter quay with super post-Panamax quay cranes.
  • An initial capacity of 800,000 TEUs is planned after completion of this phase.
  • Equipment such as rail-mounted gantries and shuttle carriers will support operations.

SLCT is designed to reduce logistics steps and lead times by locating container capacity closer to key manufacturing hubs, boosting efficiency and options for shippers in Southern Luzon.
